Prohibits residential community covenants and rules from preventing elected officials from entering communities to meet with their constituents.

Prohibits residential community covenants and rules from preventing candidates for public office, their staff, volunteers, or registered political party representatives from entering communities to register voters, meet with prospective voters, or solicit votes.

Permits communities to establish reasonable time-of-day restrictions for such access, provided that access cannot be restricted during daylight hours.

Specifies that protected meetings may occur at residents' places of residence.

Applies restrictions to three sections of Delaware Code governing residential property covenants and community association rules (§ 318, § 7018, and §§ 81-320).
