Removes the 2-year sunset provision from the driver education and motor vehicle insurance assistance program for individuals in or who have experienced foster care in Delaware, making the program permanent.

Establishes an Office program to provide financial assistance with driver education, driver licensure, motor vehicle insurance, and associated costs and barriers to driving for eligible foster care individuals.

Expands eligibility to include individuals currently in Department custody, those who exited custody through adoption or guardianship at age 16 or later, those who exited at age 18, and those receiving independent living services.

Allows eligible individuals who exited Department custody to participate in the program for 1 year following exit (unless receiving independent living services), with ongoing support for those receiving independent living services.

Requires the Office to submit annual reports to the General Assembly detailing program participation, funds disbursed, and ongoing barriers to obtaining driver's licenses and motor vehicle insurance for foster care youth.
