Expands contraceptive coverage requirements in Delaware health benefit plans to include FDA-approved over-the-counter non-emergency contraceptive pills in addition to existing emergency contraception coverage.

Amends § 3342A and § 3559 of Title 18 to clarify that carriers must cover emergency contraception regardless of whether it requires a prescription or is dispensed consistent with Chapter 25 of Title 24.

Responds to the Federal Drug Administration's recent approval of over-the-counter non-emergency contraceptive pills by updating state insurance coverage mandates.
