Adds "victim of kidnapping" to the definitions in Delaware's Address Confidentiality Act, defining such victims as those subjected to offenses under §§ 781-786 of Title 11 or equivalent provisions in other jurisdictions.

Expands eligibility for the Address Confidentiality Program to include kidnapping victims, allowing them to apply for address protection if they fear future violent acts by the perpetrator.

Makes technical corrections to § 9611 to conform existing law to Delaware Legislative Drafting Manual standards.

Amendment is supported by the National Center for Missing & Exploited Children to better protect kidnapping victims and their families.
