Requires all schools with students diagnosed with seizure disorders to train at least 2 employees in administering seizure rescue medication, Vagus Nerve Stimulator treatment, and seizure first aid, with exemptions for full-time school nurses.

Mandates all school personnel with direct student contact receive seizure recognition and first aid training at least every 2 years, and requires age-appropriate seizure education for all students.

Requires parents of students with seizure disorders to collaborate with schools to create individualized seizure action plans that include written authorization for medication administration and healthcare provider instructions.

Directs the Department of Education to adopt training programs and regulations consistent with guidelines developed by the Epilepsy Foundation of Delaware or similar nonprofits.

Provides liability protection for school personnel administering emergency seizure medication or treatment unless their actions are willful or grossly negligent, effective immediately with implementation required within 1 year or upon adoption of final regulations.
