Requires the Division of Medicaid and Medical Assistance to produce a comprehensive report by March 31, 2025, documenting home care services from 2020-2024 using standardized Healthcare Common Procedure Coding System (HCPCS) billing codes.

Mandates annual reporting on or before March 31 each year detailing home care service usage including recipient counts by age/enrollment category, claim values, authorized versus billed units of service, and provider-specific data by name and National Provider Identifier.

Requires reporting of processing timelines including average and median days from application to eligibility determination, approval to plan of care development, and approval to service start across fee-for-service and Medicaid Managed Care systems.

Directs the Division to submit reports to the Controller General, Office of Management and Budget, Joint Finance Committee, General Assembly, Legislative Council, and the Delaware Association for Home & Community Care, with public availability on the Division's website.

Requires selection of an independent third-party organization within 60 days to produce annual analyses of home care industry trends, access to care, and workforce conditions using Division-provided data, with reports publicly available by December 31 each year.
