Allows a presidential primary candidate to be declared the winner automatically if all other filed candidates withdraw or publicly announce they are suspending/ending their campaigns at least 14 days before the primary election

Expands the existing provision that grants automatic victory to sole candidates; previously applied only when one candidate filed by deadline, now also applies when competitors drop out after filing

The sole remaining active candidate would be credited with 100% of the vote for their party's presidential primary without holding an actual election

This amendment applies only to presidential primary elections in Delaware

The Act expires on December 31, 2024, making it applicable only to the 2024 presidential primary cycle
