Proposes a constitutional amendment to add a bill filing deadline of the second Friday in June for the Delaware General Assembly.

Exempts bills that are the annual budget act, supplemental appropriations act, bond and capital improvement act, or grants-in-aid act from the filing deadline.

Allows bills to be introduced after the deadline during special sessions called by the presiding officers or Governor.

Permits bills to be introduced after the deadline if authorized by a three-fourths vote in the House of origin, and requires a three-fourths vote in the other House to consider such bills in the same calendar year.

Requires passage by two-thirds of both houses in this session and again in the next General Assembly after the next general election to amend the Delaware Constitution.
