Removes the January 1, 2025 expiration dates from the Office of Foreclosure Prevention and Financial Education (§ 2518) and related foreclosure provisions (§§ 5062A, 5062C, and 5062D), making these programs permanent.

Updates foreclosure notice requirements by replacing references to the defunct Delaware Emergency Mortgage Assistance Program (DEMAP, terminated May 2020) with references to HUD-Approved housing counseling agencies.

Requires notice of intent to foreclose for owner-occupied 1-4 family residential properties to include specific disclosures in English and Spanish, including default information, reinstatement instructions, available loss mitigation programs, and contact information for housing counseling agencies.

Requires lenders to provide a 12-month mortgage accounting with the notice of intent to foreclose, detailing all payments, allocation to principal/interest/fees, and certification of accuracy by the lender or servicer.

Makes technical corrections to conform statutory language to Delaware Legislative Drafting Manual standards.
