• Creates new requirements for manufactured home community owners when health or safety violations occur, including mandatory repairs within 10 days or provision of detailed written explanations, surety bonds equal to 150% of estimated repair costs, and 30-day status updates to residents and state agencies.

• Prohibits community owners from increasing rent if unsafe conditions exist in the community, unless the owner complies with repair requirements and obtains surety bonds or letters of credit equal to 100% of the total rent increase for affected homeowners.

• Allows residents and homeowners' associations to file legal actions in Justice of the Peace Court to challenge rent increases when unsafe conditions exist or repair requirements are not met.

• Requires community owners to provide potable water or alternative housing to residents within 48 hours if water supplied by the community becomes unsafe.

• Establishes that the new rent increase restrictions expire July 1, 2026, with the previous version of rent increase regulations taking effect on that date.
