Repeals Chapter 87 (Delaware Institute of Veterinary Medical Education) and replaces it with Chapter 87A establishing the Delaware Veterinary Medicine Education Advisory Council as an advisory body to the Department of Agriculture.

Establishes a 13-member Advisory Council with representatives from veterinary practitioners, universities, state agencies, animal shelters, and professional organizations to advise on veterinary medicine education and training in Delaware.

Requires the Advisory Council to conduct a landscape analysis of Delaware's veterinary needs every 10 years (first analysis within 18 months of enactment), develop recruitment programs, and maintain marketing efforts to promote veterinary opportunities for Delaware residents.

Authorizes the Advisory Council to monitor veterinary schools serving Delaware residents, support recruitment efforts, and assist the Departments of Education and Agriculture in developing agreements with out-of-state veterinary medicine schools.

Requires the Advisory Council to submit annual reports to the Governor, General Assembly, and relevant state departments detailing actions taken and recommendations to encourage veterinary graduates to practice in Delaware.
