Grants the Delaware Interscholastic Athletic Association (DIAA) direct authority to promulgate regulations for member school interscholastic athletics, removing the requirement for Department of Education proposal and State Board of Education approval.

Eliminates the collaborative development requirement between DIAA and the Department, streamlining the regulatory process to allow faster and more flexible regulation of interscholastic athletics.

Prohibits regulations that deny students the right to simultaneously try out for, practice with, or participate in games on teams similar to their school team, unless the student's parent, custodian, or guardian provides written consent specifying the designated organization or team.

Maintains the DIAA Board's enforcement duties and powers, including authority to establish membership fees, standing committees, investigate violations, conduct hearings, and penalize violations by reprimand, probation, fine, suspension, or other appropriate action.

Applies to interscholastic athletic regulations at the middle and high school levels for both public schools and nonpublic schools that elect to become member schools.
