Allows live-haul poultry trucks traveling less than 150 miles from farm to plant to carry up to 90,000 pounds or combined manufacturer's gross combined weight rating (GCWR), whichever is less, with a permitted 3% overage allowance for variations in bird weight and moisture.

Establishes a new exception allowing trucks hauling Delaware farm produce (fruits, vegetables, or commodity grains) to carry up to 90,000 pounds or combined GCWR, whichever is less, when traveling between farms, processing facilities, or export facilities within the state.

Requires both live-haul poultry trucks and farm produce trucks to meet Motor Carrier Safety Assistance Program (MCSAP) inspection standards, adhere to bridge weight limits, maintain axles at least 96 inches apart, and avoid using the interstate highway system.

Changes language from "shall not" to "may not" throughout vehicle weight regulations and clarifies enforcement procedures for weighing vehicles and requiring load reduction when vehicles exceed legal weight limits.

Exempts farm vehicles and trucks engaged in farming operations from weight enforcement, except for live-haul poultry trucks and farm produce trucks operating under the new exceptions, which remain subject to enforcement.
