Expands the definition of "beverage" to include alcoholic liquors, non-alcoholic beer/wine/spirits, water, seltzer, mineral water, soft drinks, juices, sports drinks, energy drinks, coffee, tea, and kombucha.

Prohibits the sale of beverages in containers connected to each other using plastic rings, connectors, shrink wraps, or ring-like designs of any material.

Requires beverage containers to be recyclable or refillable, excluding aseptic containers such as juice boxes from the beverage container definition.

Updates legislative findings to emphasize aluminum and glass as valuable recyclable materials and expands the state's intent to increase landfill diversion through reuse, circularity, and recycling.

Takes effect July 1, 2025.
