Renames the Newark Regional Transportation Center to "Thomas R. Carper Station" in honor of U.S. Senator Thomas R. Carper.

Requires appropriate signs to be placed on and around the renamed facility to reflect the new name.

Honors Senator Carper's 45+ years of public service to Delaware, including his roles as State Treasurer, U.S. Representative, Governor, and U.S. Senator.

Recognizes Carper's advocacy for passenger rail as a member of Congress, Amtrak Board member, and frequent commuter on Amtrak between Wilmington and Washington, D.C.
