Allows ballistic resistant film in addition to ballistic resistant glass in secured vestibules, lobbies, and office areas used to screen visitors in new school construction or major renovations.

Removes the requirement for "other ballistic resistant materials" to clarify that expensive items like ballistic resistant desks are not required.

Requires school districts and the Department of Safety and Homeland Security to complete safety reviews before submitting a certificate of necessity for major school renovations, ensuring compliance with safety requirements and better cost estimates.

Establishes a process allowing school districts to request final determination from the Secretary of the Department of Safety and Homeland Security if there is disagreement about construction plan compliance with school safety requirements.

Exempts school renovation projects that submitted a certificate of necessity before this Act's enactment from the new review timing requirement.
