Establishes new transfer eligibility rules for students participating in Delaware interscholastic athletics, moving regulations from DIAA rules into state code.

Allows immediate eligibility for students transferring schools if: (1) they have not previously played the sport, (2) they were placed with Department of Children, Youth and their Families, or (3) it is their first transfer and they did not play during the previous 180 school days.

Subjects students to a 30-day or one-half maximum contests ineligibility period (whichever is less) for subsequent transfers, unless they qualify for one of seven listed exceptions including homelessness, court action, HIB investigation, closed athletic programs, or permanent residence change.

Provides seven specific exceptions to ineligibility periods that do not require a waiver if properly documented, and allows waivers for transfers that do not meet exceptions if the Executive Director determines four criteria are satisfied.

Shifts final decision-making authority to the Executive Director (with 15-day deadline), allows appeals to a 3-member Board panel (15-day appeal deadline, 30-day decision deadline), and eliminates hearings for appeals, which must be decided based solely on documentation reviewed by the Executive Director.
