Repeals the $1.00 DELJIS Fund penalty assessment previously imposed on all criminal and traffic defendants and juveniles adjudicated delinquent in Delaware.

Discharges any outstanding balances owed on the repealed fee upon the Act's effective date.

Requires $260,000 in General Fund appropriations to replace DELJIS's full spending authority previously funded by the repealed fee for Criminal Justice Information System operations.

Act becomes effective upon publication of notice in the Register of Regulations confirming the Controller General appropriated the required General Fund moneys to DELJIS.
