Discharges all outstanding balances owed by individuals for probation supervision fees formerly assessed under Title 11 § 6504(14) of the Delaware Code, including any associated fees, costs, interest, or charges.

Discharges all outstanding balances owed by individuals for Public Defender administrative fees formerly assessed under Title 29 § 4607 of the Delaware Code, including any associated fees, costs, interest, or charges.

Applies retroactively to make permanent the intent of Chapter 441 (House Bill 244, as amended), which repealed these two criminal justice fees effective April 3, 2023, but did not eliminate pre-existing debt balances.

Implements a recommendation from the Criminal Legal System Imposed Debt Study Group, which noted in its December 7, 2023 report that the original repeal did not operate retroactively to clear outstanding balances.

Takes effect upon passage and discharges all qualifying balances as of the bill's effective date.
