Codifies the Delaware Hispanic Commission, which was previously created by gubernatorial executive order in 2011, into Title 29 of Delaware Code as Chapter 45.

Establishes the Commission's duties to advise policymakers on services for people of Hispanic descent and review matters including education, social services, housing, health care, culture, history, arts, civil rights, employment, business, and economic development.

Commission initially consists of current members appointed by the Governor serving at the Governor's pleasure until June 30, 2028; after that date, membership expands to 17 members appointed by the Governor (9 members, 3 from each county), Speaker of the House (3 members), President Pro Tempore of the Senate (3 members), and the Commission itself (2 members).

Requires all Commission members to identify as Hispanic descent, be of Hispanic origin, or have a proven track record of working with Hispanic populations in Delaware, and must represent at least one sector including business, education, health care, government, nonprofit, legal, finance, or arts/cultural communities.

Places the Commission under the authority of the Secretary of State, requires members to serve without compensation, and mandates the Commission submit an annual budget to the Secretary of State.
