Adds 1 State retiree appointed by the Governor to the State Employee Benefits Committee, plus 2 additional organizational representatives appointed by legislative leaders (President Pro Tempore of Senate and Speaker of House) from labor unions and employee associations.

Establishes a Retiree Healthcare Benefits Advisory Subcommittee with representatives from the Governor's office, legislature, state agencies, retired employees from each county, and union representatives to study and make recommendations on State retiree healthcare benefits.

Requires the Subcommittee to conduct public meetings, evaluate the fiscal implications of extending the existing Medicare Supplement plan through January 1, 2024, and compare the previously proposed Medicare Advantage plan with other options.

Mandates the Subcommittee issue findings and recommendations to the Governor and General Assembly by May 1, 2023, regarding State retiree healthcare benefits for inclusion in the Fiscal Year 2024 budget.

Requires the Controller General's Office to provide comprehensive biannual public reports on the State Employee Benefits Committee's work to the General Assembly by May 30 and November 30 of each year.
