Authorizes the Department of Education to revise salaries for these personnel and pay supplements up to the average of the 3 highest salaries for similar positions paid by school districts.

Maintains education supplement structure for all early childhood employees, ranging from $0 for bachelor's degrees to $2,720 for doctorates.

Takes effect July 1 following enactment, intended to improve recruitment and retention of child care licensing staff by enabling equitable compensation.
