Modifies commissioner meeting requirements by eliminating mandatory monthly meetings except July and August, and changes forfeiture provisions so commissioners forfeit office after missing four regular meetings in a 12-month period rather than three successive monthly meetings

Transfers several administrative functions from the Mayor and Commissioners to the Town Manager, including property assessment certification, hiring of building inspectors, and compensation decisions for town employees

Expands Newport Police Department authority to grant officers statewide police arrest and enforcement powers equivalent to Delaware State Police when conducting ongoing investigations originating in their jurisdiction or participating in state/federal task forces

Eliminates the Board of Health, Town Plumbing Inspector position, and removes the requirement for a five-year capital program submission, instead requiring capital improvement plans to be submitted as necessary

Requires criminal background checks for all candidates for commissioner at the candidate's expense (reimbursable up to $75 if elected) and authorizes the town to utilize state voter registration rolls rather than maintaining separate municipal voter registration
