Raises the contract exemption threshold in § 5805(c) from $2,000 to $5,000 per year for state employees, officers, and related private enterprises to account for inflation effects since 1991.

Exempted contracts under $5,000 per year remain subject to the requirement that contract terms reflect arms' length negotiations and do not require public notice or competitive bidding.

Removes outdated language from § 5805(c) regarding temporary transportation contract exceptions for school districts that were limited to the period of July 1, 1990, through June 30, 1991.

Retains all other conflict of interest restrictions under § 5805, including prohibitions on participating in matters with personal interests, representing private enterprises before the State, and post-employment restrictions lasting 2 years.
