Amends Title 7 of the Delaware Code to add and clarify definitions related to silviculture and forest management activities.

Defines "silviculture" as the care and cultivation of forest trees and "silvicultural activity" as forest management activities including timber harvesting, road/trail construction, property preparation for reforestation, and piling and burning of tree parts.

Defines "forest products" to include lumber, sawdust, bark, pine needles, woodchips, wood shavings, slabs, edgings, and trim blocks derived from silvicultural activities.

Adds exemption to incinerator regulations for burning unadulterated sawdust, wood shavings, bark, woodchips, slabs, edgings, or trim blocks produced during lumber manufacturing in sawmills, excluding the coastal zone.

Defines "sawmill" as a facility where unadulterated logs are sawn into lumber and other products of uniform and known composition.
