Proposes a constitutional amendment to add Section 22 to Article I of the Delaware Constitution, establishing an individual's right to hunt, fish, or trap wildlife in the state

Declares hunting, fishing, and trapping as the preferred means of managing and controlling wildlife in Delaware

Preserves the General Assembly's authority to enact laws and regulations for wildlife protection, conservation, replenishment, and management

Explicitly protects existing trespass laws, property rights, water rights, commercial regulation powers, and the state's ability to suspend or revoke hunting/fishing/trapping licenses

Requires two-thirds approval from both legislative chambers as the first leg of a constitutional amendment; 21 other states have similar constitutional provisions
