Adds definition of "heir" to include anyone obtaining interest in a manufactured home through will, intestate succession, or transfer on death designation.

Prohibits lease termination upon death of any tenant, including the last remaining tenant, and allows rental agreements to automatically transfer to heirs, buyers, or estates of deceased homeowners.

Establishes a "right of first offer" process requiring homeowners to notify community owners of intent to sell and give them 7 days to accept, decline, or make a one-time counteroffer within specified timeframes.

Requires community owners to conduct exterior inspections within 7 days if declining a purchase offer and provide written violation lists within 3 days, allowing buyers 3 years to complete required changes.

Permits heirs who obtain interest in a manufactured home to avoid full tenant applications unless intending to reside in the home, and prohibits community owners from interfering with sales after declining purchase offers or counteroffers.
