Removes certification and licensing requirements for charter school administrators who report directly to the Charter Board of Directors, while allowing charter schools to request permission from their authorizer to hire multiple uncertified administrators in this role.

Requires at least one licensed and certified Instructional Administrator to oversee instructional activities if the top administrator reporting to the Charter Board is not licensed or certified.

Distinguishes between Instructional Administrators (who supervise educators and design curriculum) and Non-instructional Administrators (who manage operational aspects like finance, transportation, and facilities), with only Instructional Administrators required to be licensed and certified.

Permits charter schools to hire uncertified teachers with bachelor's degrees in their content area for up to 35 percent of teaching staff when no qualified alternative certification program exists for that subject area.

Requires the Professional Standards Board to coordinate with the Delaware Charter Schools Network and Department of Education to develop regulations implementing these changes.
