Prohibits physicians and healthcare professionals from providing or referring children for gender transition procedures, including puberty-blocking drugs, cross-sex hormones, and gender reassignment surgeries

Bans the use of public funds, Delaware Medicaid, and state/local government healthcare facilities or employees for gender transition procedures for minors

Prohibits health insurance plans issued in Delaware from providing reimbursement or coverage for gender transition procedures for children

Creates exceptions for children with medically verifiable disorders of sex development, treatment of complications from prior procedures, and emergency situations certified by a physician

Establishes enforcement through professional discipline for violations, allows civil claims with attorney's fees for prevailing parties, and provides a 20-year statute of limitations for individuals to sue after reaching adulthood
