Grants the Delaware Nutrient Management Commission authority to regulate the composition and application of nutrients to turf, excluding athletic fields, golf courses, and land used for sod or seed production.

Defines "turf" as residential, commercial, and publicly owned land planted in closely mowed and managed grass.

Lowers the certification threshold for commercial nutrient handlers applying nutrients to turf from 10 acres to ¼ acre (10,890 square feet), requiring certification for commercial applications above this threshold.

Establishes nutrient application limits for turf: no more than 4.8 pounds of nitrogen per 1,000 square feet per year unless specified in a nutrient management plan, and prohibits phosphorous-containing nutrients unless soil testing confirms deficiency or turf is being established or repaired.

Eliminates nutrient management plan requirements for turf applications between ¼ acre and 10 acres, and expands Commission leadership to allow any appointed member to serve as chairperson or vice chairperson.
