Establishes 14 enumerated rights for people with disabilities under guardianship, including maintaining maximum self-reliance and independence with the goal of eventual self-sufficiency.

Grants guardianship rights including financial self-determination with a monthly personal allowance, participation in health care decisions, and control over personal environment and activities not specifically granted to the guardian by court.

Protects rights to vote, travel, marry, procreate, participate in social and recreational activities, and maintain private, uncensored communication with persons of their choice, unless restricted by court order.

Provides protections against retaliation, including the right to contact Adult Protective Services to report abuse, neglect, or exploitation without fear of punishment or interference.

Allows persons with disabilities to petition the Court of Chancery through an attorney or court-appointed advocate for equitable relief if their guardianship rights are violated.
