Requires member schools to develop an athletic emergency action plan (AEAP) that is venue-specific, widely distributed, posted, rehearsed, and updated at least once every two years.

Mandates schools have an automated external defibrillator (AED) accessible within less than 3 minutes of each venue where high school practices and competitions are held.

Requires coaches, physical education teachers, referees, health teachers, and at least one behavioral health services staff member or school administrator per school to be trained in cardiopulmonary resuscitation (CPR) and AED use.

Mandates all member schools develop a cardiac emergency response plan (CERP) and administer Stop the Bleed training to staff once every year.

Requires the Department of Education and Office of Emergency Medical Services to develop a biennial survey for member schools to assess AED condition, placement, usage, and staff training compliance.
