Appropriates $168,362,517 in General Funds to the Office of Management and Budget for one-time expenditures in fiscal year 2025

Allocates $51 million for post-retirement pension increase supplements (2% increase for pensions effective before June 30, 2004; 1% increase for those effective between 2004-2019) and $56 million for Other Post-Employment Benefits

Funds election-related expenses totaling approximately $10.5 million, including early voting contingency ($2.9 million), voting machine equipment ($1.3 million), and primary/general election costs across multiple counties

Provides $15 million for child care contingency, $10.4 million for Medicaid, $3.5 million for lead remediation and prevention, and $2.2 million for trauma-informed services

Includes education initiatives such as $1.2 million for school-based behavioral health technology, $250,000 for a school cell phone pouch pilot program for grades 6-12, and $245,000 for a Pre-K summer tutoring pilot through Red Clay Consolidated School District
