Creates a wholesale prescription drug importation program allowing Delaware to import eligible prescription drugs from Canadian suppliers to provide substantial cost savings to Delaware consumers.

Requires the Department of Health and Social Services to design the program by January 1, 2025, and submit it to the General Assembly and relevant committees before seeking federal certification.

Establishes that eligible drugs must meet FDA safety standards, not violate patent laws, not be controlled substances, and be expected to generate substantial savings.

Mandates the Department submit a formal request for federal certification to the Secretary of Health and Human Services by May 1, 2025, and begin program operations within 6 months of approval.

Requires annual reporting to the General Assembly detailing participating entities, prescriptions dispensed, consumer savings, and audit findings; prohibits distribution of imported drugs outside Delaware.
