Concurs in a proposed constitutional amendment from the 151st General Assembly to make technical corrections to the Delaware Constitution.

Transfers provisions regarding commencement of terms for General Assembly members from the Constitution's Schedule to Article II, and for state and county elective officers from the Schedule to Article III.

Repeals § 24 of Article II relating to the State Treasurer's account settlement requirement, which is now obsolete due to creation of other state agencies handling these functions.

Updates § 20 of Article III to replace "Commissioner of the Department of Mental Health" with "Director of the Division of Substance Abuse and Mental Health" in procedures for determining gubernatorial disability.

Makes various technical corrections including hyphenating "three-fourths" and "two-thirds" for consistency, correcting an outdated constitutional cross-reference, and clarifying voting procedures and election administration language to conform with current practice.
