Expands the list of facilities and establishments required to display human trafficking public awareness signs to include hotels, restaurants with liquor licenses, casinos, massage establishments, shopping malls, poultry processing plants, bars, bus/train stations, convenience stores and gas stations along major highways, and various service providers for vulnerable populations.

Establishes specific display locations for certain establishment types: hotels must display signs in public restrooms, staff breakrooms, and lobbies/elevators/stairwells/vending areas; casinos must display in public restrooms, staff breakrooms, and lobbies; restaurants with liquor licenses and poultry plants must display in staff breakrooms.

Creates a two-tier civil penalty enforcement process: establishments receive a warning notice with 30 days to correct noncompliance, then face penalties of up to $500 for first violations and up to $2,500 for subsequent violations if not corrected.

Authorizes the Delaware Anti-Trafficking Action Council to promulgate regulations designating additional establishment categories, specific display locations, and changes to sign requirements, with annual publication of required categories.

Requires the Department of Labor to enforce sign display requirements and submit annual reports to the General Assembly and Council detailing inspections, warnings issued, violations found, and penalties collected; provides free signs to state facilities and requesting establishments.
