Establishes the Office of New Americans within the Department of State to improve the lives and economic prosperity of immigrants and all Delawareans.

Office Director appointed by Secretary of State serves at pleasure of Secretary and is exempt from state classified service.

Office responsibilities include responding to immigration inquiries, coordinating among state agencies, analyzing demographic trends, attracting and retaining immigrants, disseminating information on naturalization and legal services, and addressing exploitation and fraud.

Creates Advisory Committee with members from state agencies (Labor, Education, Health and Social Services, Housing Authority, Human and Civil Rights Commission) and six members appointed by Governor representing immigrant-serving organizations, higher education, language access, healthcare, refugee resettlement, and the public.

Advisory Committee must make policy recommendations, serve as liaison to immigrants, monitor state agency practices, and conduct at least one public hearing annually on immigrant attraction, retention, and integration.
