Eliminates the 2-week disqualification period for unemployment benefits in labor disputes if the dispute is caused by the employer's failure to comply with an employment contract, collective bargaining agreement, or state or federal labor laws regarding hours, wages, or working conditions.

Eliminates the 2-week disqualification period if the employer hires a permanent replacement worker for the individual's position during the labor dispute.

Requires employers to certify in writing that workers can return to their prior positions after a labor dispute concludes to designate replacement workers as temporary; replacement workers are presumed permanent unless such certification is provided.

Allows employees to recover lost benefits and permits the Department of Labor to impose penalties up to $750 per employee per week if employers fail to allow workers to return to their positions after providing the required certification.

Makes technical corrections to conform existing unemployment compensation law to Delaware Legislative Drafting Manual standards.
