Requires law enforcement agencies preparing missing child reports to comply with § 8544 procedures, including immediate entry into DELJIS and NCIC databases.

Prohibits law enforcement agencies from preventing immediate active investigation of missing children based on automatic time limitation rules.

Expands the Missing Persons Clearinghouse duties to include publishing names and relevant information on missing children, publishing annual statistics, and maintaining a list of volunteer search team organizations.

Requires law enforcement to transmit missing child information to the Clearinghouse within 24 hours, notify the Delaware Information Analysis Center (DIAC), and contact the National Center for Missing and Exploited Children.

Mandates immediate purging of missing child information from databases upon location of the child and return of any fingerprints provided to law enforcement or the Clearinghouse.
