Restructures the Council on Libraries membership from a Governor-appointed council with county library board representatives to a 11-member council including the 3 County Librarians, representatives from county library advisory boards, school library representatives, and 3 public members appointed by the Governor.

Establishes that if the Department of Education re-establishes a position for Libraries, Media, and Technology education associate, that person replaces the president of the Delaware Association of School Librarians on the Council.

Adds the director of Adult and Prison Education Resources from the Department of Education as a Council member with authority to appoint a designee.

Defines quorum as a majority of Council members present and establishes removal criteria including gross inefficiency, misfeasance, malfeasance, neglect of duty, or absence from 3 consecutive meetings or less than 50% attendance in a calendar year.

Requires the Division of Libraries to provide staff support to the Council and clarifies that members receive no compensation but may be reimbursed for actual and necessary expenses.
