Defines quorum as a majority of members and clarifies that the State Office of Volunteerism provides staff support to the Commission

Updates provisions on member terms (3 years with up to 2 consecutive reappointments), chair elections (1-year terms with up to 2 consecutive reelections), and grounds for removal including unexcused absences from 3 consecutive or 4 of 12 consecutive meetings
