Creates 4 election districts within Selbyville with boundaries based on nearly equal population using the most recent federal decennial census, with initial districts established by January 1, 2024.

Requires candidates for Town Council to be residents of the specific district from which they seek election and maintain residency in that district while serving.

Establishes a 2-year residency requirement in Selbyville for all candidates for Mayor and Town Council at the time of election.

Implements staggered election schedule where Mayor and Town Council members from districts 1 and 3 are elected in odd-numbered years, while members from districts 2 and 4 are elected in even-numbered years.

All elected officials serve 2-year terms effective with the Annual Meeting under Section 7.1 of the charter.
