Adopts the Uniform Faithful Presidential Electors Act to ensure presidential electors vote consistently with their pledges to their nominating political party or unaffiliated presidential candidate.

Requires elector nominees and alternate nominees to execute pledges committing to vote for their party's or candidate's presidential and vice-presidential nominees.

Establishes procedures for the Secretary of State to examine elector ballots and reject any votes that violate the elector's pledge, with mechanisms to fill vacancies created by non-compliant electors.

Creates a process for appointing substitute electors to fill vacant positions, prioritizing alternate electors, then using lottery or plurality vote among remaining electors if needed.

Makes technical corrections to existing presidential elector laws and removes obsolete provisions regarding Governor and Lieutenant Governor elections.
