Prohibit the Department of Health and Social Services from charging copays for purchase of care to families earning up to 200% of the federal poverty line.

Require the Department to reimburse child care providers for up to 15 absent days per child per month for families qualifying for purchase of care.

Codify pandemic-era policies that have been in place since COVID-19, stabilizing families and providing early learning access to Delaware's needy families and children.

Align with federal Administration for Children and Families recommendations that families up to state median income should not be required to contribute copays for child care.
