Adds new voting members to the Public Health Emergency Planning Commission, including the Minority Leaders of the Senate and House, a board-certified infectious disease physician appointed by the Governor for 2 years, a representative from a major Delaware hospital system appointed by the Governor for 2 years, and the Director of the Office of Management and Budget.

Removes the requirement for a board-certified emergency medicine physician as a voting member (position repealed).

Establishes quorum requirement as a majority of voting members, excluding vacant positions.

Requires the Commission to meet within 30 days of a state of emergency declaration for a public health emergency and continue meeting at least every 30 days until the emergency terminates.

Mandates reapportionment and reconstitution of the Commission following enactment and requires the Secretary of the Senate to notify the Department of Health and Social Services of the legislation.
