Children under 2 years and under 30 pounds must be secured in a rear-facing child restraint with a 5-point harness.

Children under 4 years and under 40 pounds must be secured in a child restraint with a 5-point harness (rear-facing or forward-facing) until reaching manufacturer's limits.

Children 4-16 years old must be secured in a belt-positioning booster seat until reaching manufacturer's height/weight limits, then transition to a properly secured seatbelt.

Law enforcement shall provide referrals to the Office of Highway Safety car seat fitting station instead of issuing fines for first violations; only second and subsequent violations are subject to a $25 fine.

The Department of Safety and Homeland Security must implement an awareness campaign within 180 days of enactment; the revised requirements take effect 1 year after enactment.
