Expands the State Energy Office's duties to develop and update a comprehensive State Energy Plan every 5 years that supports Delaware's greenhouse gas emissions reduction targets and Climate Action Plan.

Adds new responsibilities including serving as liaison with federal and other state energy agencies, analyzing generating resource adequacy, conducting integrated resource planning, and participating in offshore wind transmission planning.

Requires the State Energy Office to promote energy equity in energy planning and development with specific consideration of environmental justice for low- and moderate-income Delawareans.

Enhances coordination with state, local, and federal agencies including the Delaware Public Service Commission, Division of the Public Advocate, Delaware Sustainable Energy Utility, and other stakeholders on energy matters.

Directs the State Energy Office to conduct analysis and make recommendations for responsible siting of renewable energy facilities and to convene stakeholder meetings to implement energy policy purposes.
