Amends §1311 of Title 17 of the Delaware Code to allow the Delaware Department of Transportation to vacate portions of public roads through administrative resolution by the Secretary without public notice or hearing.

Permits administrative vacation only when the vacated portion is replaced by a newly improved or alternate roadway realignment and does not result in the entire public road being abandoned.

Requires the Department to document the appropriateness and reasonableness of the administrative vacation procedure for the proposed road vacation.

Allows the Department to issue recordable documents (deed, resolution, or easement extinguishment) and requires recording in the Office of the Recorder of Deeds in the relevant county.

Mandates that the Department's order and realigned portions be entered in the road books or records of the county where the public road is located.
