Prohibits the State from denying professional license applications based on applicant's immigration or citizenship status, codifying compliance with federal law under 8 U.S.C. § 1621(d).

Allows applicants without a social security number to provide an alternative personally identifying number (such as an individual taxpayer identification number) or complete a signed attestation committing to provide a social security number if obtained in the future.

Designates social security numbers and alternative identifying numbers provided in applications as confidential, non-public records that may only be disclosed for tax purposes, licensing purposes, or child support enforcement.

Applies to all professional licenses, permits, certificates, registrations, and authorizations issued by state commissions, boards, and agencies, with exception of licenses issued to nonprofit applicants by the Board of Charitable Gaming.

Makes technical corrections to Title 29 language to conform with Delaware Legislative Drafting Manual standards.
