Requires newly endorsed motorcycle operators and their passengers to wear helmets and eye protection for the first 2 years after obtaining their motorcycle endorsement

Maintains existing requirement that persons under 19 years of age must wear both a helmet and eye protection when operating or riding on a motorcycle

Adults 19 and older who are not newly endorsed must still possess a helmet and wear eye protection, but are not required to wear the helmet

Establishes a civil penalty of $25 to $50 for violations of helmet requirements, explicitly classifying it as a non-criminal offense with no additional court costs

Takes effect 30 days after enactment into law
